The pulses
Laser light is applied in short pulses. It targets melanin in the hair follicle during the follicle's active growth cycle, which may cause thermal damage to the follicle and delay or reduce hair growth in that area.
Why it takes a series
Hairs are not all in the same phase of the growth cycle at the same time. That is the entire reason a series of treatments is typically recommended rather than a single visit. The published 3, 6 and 12 session packs exist for that reason.
Skin and hair type matter

Because a laser series means repeat visits rather than one appointment, the drive is worth checking against the drive to whichever clinic came up first in your search. Twelve sessions at ten minutes each way is a very different commitment from twelve sessions at forty. The spa runs to 7:00pm Monday through Friday, which makes weekday evening appointments workable around a job.
